Two highly anticipated additions are in the works that West Valley residents have been wanting for years! Alongside these exciting milestones, new retailers and restaurants continue to open across Surprise. Anticipated Opening Dates Summer 2026 End of 2026 Early 2027 The developer of Village at Prasada and Prasada North, SimonCRE, is working on a new project called Prasada East, located at the southeast cor- ner of Sarival Avenue and Waddell Road. While this project is still in its early stages, Whole Foods and Flower Child are part of permit applications under City review. Stay tuned for more Prasada East news in the coming year! 10 surpriseaz.gov | SPRING 2026 Police Substation Breaks Ground On Tuesday, May 12, 2026, City leaders and the Surprise Police Department will break ground at the northwest corner of 163rd Avenue and San Ysidro Road for the future home of Surprise’s first police substation. The community is invited to join this commemorative event, which begins at 8:30 a.m. Designed to house approximately 60 police officers and professional staff, the substation will enhance police presence in one of the city’s fastest-growing areas. Its strategic location will improve patrol coverage, maintain response times and foster stronger connections between officers and the community they serve. Construction is expected to be completed in fall 2027. Fire Station 310: Meeting Growth with Readiness Growth in northern Surprise has also driven the need for expanded fire and medical emergency response services. In early 2027, construction is scheduled to begin on Fire Station 310. Located along Deer Valley Road near 185th Avenue, the approximately 19,000-square-foot facility will feature four apparatus bays and will initially house an engine company. Once operational, the station will serve nearby neighborhoods more directly, reducing reliance on surrounding stations and strengthening overall emergency response. Planning for Tomorrow In addition to these immediate projects, the City has already acquired land near the future Fire Station 310 site to support long-term public safety and public works needs. Work is underway on a Public Safety Master Plan that will guide the development of additional facilities as the community continues to grow. INPUBLIC INVESTING SAFETY IN NOVEMBER 2023, SURPRISE RESIDENTS MADE A CLEAR STATEMENT THAT PUBLIC SAFETY MATTERS. VOTERS APPROVED $34 MILLION IN BOND FUNDING TO EXPAND THE CITY’S POLICE AND FIRE SERVICES TO KEEP PACE WITH THE COMMUNITY’S RAPID GROWTH. THROUGH THIS FUNDING, WE ARE ADDING THE CITY’S FIRST POLICE SUBSTATION, OUR 10 TH FIRE STATION AND ACQUIRING LAND FOR ADDITIONAL PUBLIC SAFETY FACILITIES. Together, these projects represent a long- term commitment to maintaining service levels and response times as Surprise continues to expand, particularly in the northern part of the city. SPRING 2026 | surpriseaz.gov 11163rd Avenue: Happy Valley Road to Jomax Road traffic signals are projected to be activated in fall 2026: NEW TRAFFIC SIGNALS Under Construction 6 • Peoria Avenue and Cotton Lane • Waddell Road and Legacy Park Boulevard • Waddell Road and 157th Avenue • Prasada Parkway and Sweetwater Avenue • Greenway Road and Verde Vista Drive • Greenway Road and 175th Avenue This project will widen 163rd Avenue to three lanes in each direction and Jomax Road to two lanes in each direction approaching the intersection. It will also widen the intersection of 163rd Avenue and Jomax Road to its ultimate configuration including dual lefts from 163rd Avenue onto Jomax Road. Estimated Completion: Fall 2027 12 surpriseaz.gov | SPRING 2026 In Design The master plan project team is working with City leaders and partners to define the vision and goals for the future of transportation, along with preliminary multimodal transportation recommendations to support safe, connected and accessible travel options for everyone. Community feedback will be invited during the next phase of public engagement this summer — stay connected by signing up for email alerts on the Transportation Master Plan website and join us at upcoming meetings to help shape what comes next. surpriseaz.gov/TransportationPlan North Surprise Freeway Projects New 155th Avenue and Loop 303 Traffic Interchange This project will build a traffic interchange off Loop 303 at 155th Avenue, providing a new access point to the northwest area of the city. This is an Arizona Department of Transportation project that is being funded by Proposition 479. While this is not a City- managed project, the City advocated to move the project from Phase II of Proposition 479-funded projects to Phase I, shaving approximately 10 years off the timeline. The project is currently in design. Estimated Start of Construction: Fiscal Year 2028 North Surprise Road Projects Happy Valley Road: 163rd Avenue to Eastern City Limits This project will widen Happy Valley Road to three lanes in each direction with a center median. It will also add traffic signals at the intersections of Happy Valley Road and 159th Avenue, 155th Avenue, 151st Avenue, 147th Avenue, Rancho Mercardo Parkway and McMicken Avenue. This is a City of Surprise Bond Project made possible by Surprise voters. Estimated Start of Construction: Fiscal Year 2027 (pending right-of-way acquisition) Jomax Road: 126th Drive to Dysart Road This project is being completed in coordination with the City of Peoria and will connect Jomax Road from 126th Drive to Dysart Road with a two-lane roadway. This will create another connection from Loop 303 to Surprise and assist Happy Valley Road with traffic volumes, especially in the case of any restrictions on 163rd Avenue. Estimated Start of Construction: Fiscal Year 2027 (pending right-of-way acquisition) Citywide Road Projects Cactus Road: Perryville Road to 175th Avenue This project will widen Cactus Road to two lanes in each direction with a center median. There will also be traffic signals at the intersections of Cactus Road and Citrus Road, and Cactus Road and 175th Avenue. This is a City of Surprise Bond Project, made possible by Surprise voters. Estimated Start of Construction: Fiscal Year 2027 (pending right-of-way acquisition) Waddell Road and Cotton Lane Widening This project will widen Waddell Road to three lanes in each direction with a center median from 175th Avenue through Cotton Lane and will widen Cotton Lane to two lanes in each direction with a center median from Waddell Road to Woodrow Lane. The project will also widen the intersection to its ultimate configuration. This is a City of Surprise Bond Project made possible by Surprise voters.
